1. Purpose
The purpose of this Member Update is to engage and seek GTA Members’ feedback on proposed changes to the East Coast Location Differentials (LDs) that, if approved, will be valid on 1 October 2027 for the 2027-28 season.
The proposed revised 2027-28 East Coast LDs are available below for member review.
2. Background
GTA publishes Location Differentials for the storage locations of members in Queensland, New South Wales, Victoria, South Australia and Western Australia. LDs are used by participants using GTA Contract No. 2 – Grain and Oilseeds in Bulk – Basis Track to price grain at up-country sites.
The GTA Commerce Committee is responsible for the development and ongoing review of the commercial instruments used by the grain trade, including GTA LDs.
As part of its current review, the Committee considered the current East Coast LD structure and the relationship between existing LD values and prevailing freight market conditions. The Committee agreed that the East Coast LDs should be lifted to be closer to the prevailing market.
The Committee has therefore proposed an uplift to the East Coast LDs. The proposed site-level LDs are provided for member review.
3. Proposed Change
The Commerce Committee has agreed to seek GTA Member feedback on revised East Coast LDs that are intended to be more reflective of prevailing freight market conditions.
The proposed revised LDs are available at the end of this Member Update. Members are requested to review the proposed LDs and provide feedback via a submission on the proposed changes.
Subject to consideration of member feedback and final approval by the GTA Board, GTA proposes to implement the revised East Coast LDs from 1 October 2027, consistent with the standard operating policy for LD changes.
4. Ongoing Review
The Commerce Committee also agreed that the East Coast LDs should continue to be reviewed on an ongoing basis.
GTA intends to undertake a formal review of the East Coast LDs on a rolling three-year basis following implementation of any agreed changes. This process is intended to ensure the LDs remain relevant and continue to reflect changes in market conditions over time.
Members are also invited to provide feedback on the proposed timing of future LD reviews as part of this consultation.
