TOPIC: Proposed Establishment of NSW Domestic Market Regions

1. Background

Grain NSW the merchant association representing the grain trade in NSW has submitted a proposal to introduce Market Regions in NSW.

In some states domestic market sales include arrangements (when agreed between the buyer and the seller) for domestic delivered sales contracts to have the point of delivery destination recorded as a Market Region as opposed to a specific end use receival site.

Market Regions developed by the relevant State Grain Association, can be used instead of a particular delivery point to provide flexibility and to better facilitate the trade of grain within the State.

Market Regions currently defined by the relevant State Grain Associations include WA, Victoria and Queensland. These are available on the GTA website.

2. Proposed Market Regions – NSW

The NSW Grain proposal recommends the introduction of three market regions:

  1. Newcastle Region
  2. Griffith Region, and a
  3. Liverpool Plains Region.

GTA has prepared the following draft diagrams to represent the suggested Market Regions and is seeking comment through Submission on the introduction of the proposed Market Regions in NSW.

Please review these diagrams and provide feedback to allow the GTA Commerce Committee to complete its review process.

3. Change to the GTA Trade Rules

Currently Market Regions are not referenced or defined in GTA Trade Rules. GTA’s Commerce Committee has agree for a Trade Rules definition to be inserted in the GTA Trade Rules. This definition will refer to the GTA website area where state Market Regions are defined.
